On August 10, 2011, the owner of the Broadway Plaza shopping center, Macerich, filed a General Plan Amendment application for a Floor Area Ratio (FAR) increase that would allow for additional development potential within the shopping center. A Planned Development (P-D) Rezoning application was subsequently filed on November 18. Such expansion is proposed by way of a Long-Range Master Plan.

The Planned Development Zoning will regulate all land use and development, and the Design Guidelines are intended to guide all project design details of Broadway Plaza's Long-Range Master Plan.  The Master Plan will include the reconstruction of large sections of the property, and construction of up to 300,000 additional square feet of commercial floor area, as well as substantial remodeling of in-line shops within the project area.  New parking garages, frontage improvements, improvements to Broadway Plaza street, all new landscape and hardscape, lighting, signage and related improvements are included.  The added floor area will bring the total floor area of the shopping center up to approximately 1.1 million square feet.  A General Plan Amendment for a Floor Area Ratio increase from 0.75 to 1.00 will be required over most of the site in order to accommodate the additional development (the FAR of Parcel 2 - Neiman Marcus - will remain at 1.75 per Measure I). The applicant is also seeking to enter into a Development Agreement with the City and the final Environmental Impact Report was posted on November 1, 2013.

The project includes the construction and operation of a single-family residential community comprised of up to 53 single-family homes, as well as associated improvements on 5.28 acres of the project site. Of these 53 proposed homes, 47 are detached residences while the remaining six are attached. Each home consists of a two-story structure not to exceed 29 feet in height. As part of the project, the existing community center and associated structures will be demolished. However, the adjacent Tice Valley Community Gymnasium and Tice Valley Neighborhood Park will remain in place on roughly 2.87 acres of the project site. To accommodate consolidation of parking spaces currently spread throughout the project site, the project applicant will enlarge the existing parking lot just north of the gymnasium and will improve this area with new landscaping and lighting. A new parking lot for Tice Valley Gym will contain 241 parking spaces. Each dwelling will contain a 2-car garage and additionally contain 19 visitor parking spaces. Site size: 8.15 acres.

The Project would require a General Plan Amendment to allow the proposed land use, a Planned Development rezoning, Tentative Map approval, Design Review approval, Building Permits, Site Development Permit, and a Tree Removal Permit. An amendment to the existing lease and easement agreement between the Jewish Community Center and the City of Walnut Creek will also be required to ensure public access, parking, and easements are provided for the gym site.
