The City of Walnut Creek provides services to its residents through a range of community development grant programs. These programs are funded through two primary sources. The federal government provides annual funding for the Community Development Block Grant (CDBG) program. The public services programs supported with CDBG funds emphasizes services to seniors, persons with disabilities, abused and neglected children, battered women, persons with HIV/AIDS, homeless persons, and other persons in crisis. The City of Walnut Creek provides additional funding from its General Fund for Community Services Grants (CSG) and the Homeless Services Fund.
Community Development Block Grant Overview
The Community Development Block Grant (CDBG) program, created by the Housing and Community Development Act of 1974, strives to achieve its objectives by providing funds for projects and activities that provide a suitable living environment, expand economic opportunities, and provide decent housing for low and moderate income persons living within the City.
The City of Walnut Creek receives an annual allocation of CDBG funds to carry out a wide range of community development activities directed toward revitalizing neighborhoods and developing viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities for low- and moderate-income households.
The Contra Costa Consortium and Consolidated PlanTo receive it's annual CDBG allocation, a grantee must develop its Consolidated Plan - a comprehensive planning document identifying its priority needs [PDF] and goals for the federally funded community development and housing programs. The entitlement jurisdictions of Antioch, Concord, Pittsburg, Walnut Creek and the Urban County formed the Contra Costa Consortium to prepare the consortium's Consolidated Plan. The Consortium developed the Five-Year Consolidated Plan for the 2015-2020 planning period.
The Annual Action Plan
Each Consortium member is an entitlement jurisdiction under the CDBG program. As such, each jurisdiction develops an Annual Action Plan which details how the City will meet the strategies and objectives of the Consolidated plan for the upcoming program year. The Annual Action Plan provides specific information on which activities will be funded with federal and local resources to meet the Consortium's priority needs [PDF].

Community Service Grants Overview
The public services programs supported with CDBG funds emphasizes services to seniors, persons with disabilities, abused and neglected children, battered women, persons with HIV/AIDS, homeless persons, and other persons in crisis. Because of the substantial need for these services, the City supplements the public service portion of the CDBG grant with Community Service Grants (CSG) paid with City General Funds. These funds are expended to address additional public service needs, identified during the public hearing process, which cannot be funded under the 15% funding cap for public service activities for the CDBG program. The CSG program follows the same requirements as the CDBG program.
Homeless Services Fund
This new grant program was approved by City Council in July 2017 to fund services that address homelessness in Walnut Creek. The Homeless Services Fund will have $200,000 available each fiscal year.
